David M. Stone
Chairman of the Board
Western National Group
David M. Stone, as Chairman of Western National Group and one of its founding partners, continues to monitor major apartment acquisition and development opportunities. He has been involved in the real estate development since 1959. As a partner of WNG's predecessor company, IPS, Mr. Stone was responsible for forming more than 125 partnerships and developing over 10,000 apartments.
Mr. Stone earned a degree in Political Science from California State University at Long Beach and holds a certificate in real estate from UCLA.
Michael K. Hayde
Chief Executive Officer
Western National Group
As Chief Executive Officer, Michael K. Hayde is responsible for the operations and organization of Western National Group, one of the nations largest privately held apartment owners/developer companies. Having joined the firm in 1971, he became president of Western National Properties, the development arm of WNG in 1981. He became CEO of the Group in 1994 and since that time has led the Western National Group, which now owns, develops, manages and constructs apartment communities throughout Southern California. Mr. Hayde has been involved in the development and construction of over 25,000 multifamily units since joining WNG.
Mr. Hayde is former chair of the California Housing Council, member of the Urban Land Institute, and member of the Board of Directors for the National Multifamily Housing Council.
Mr. Hayde and former Orange County Sheriff, Brad Gates, have been honored locally and nationally for their efforts in founding and supporting the "Drug Use Is Life Abuse" program. He is also involved in a number of local charities including Big Brothers/Big Sisters, Sisters of the Sacred Heart and the Orange County Sheriff's Advisory Counsel, the Medical Center Hospital at the University of California, Irvine and is a member of the Million Dollar Round Table of the Tocqueville Society of Orange County United Way.
Rex F. DeLong
President
Western National Realty Advisors
Rex F. DeLong, as President of Western National Realty Advisors, is responsible for the company's development, acquisition, dispositions and asset management functions. Since joining WNG in 1994, he has spearheaded the growth of the development and acquisition functions and played an integral role in the development of key property owner relationships in Southern California which was the source of many new projects.
Mr. DeLong has over 30 years of extensive real estate experience in various areas, including over 12 years with financial institutions such as Wells Fargo, Crocker Bank, Union Bank and Security Pacific/Bank of America. Mr. DeLong's responsibilities included various senior management positions in the areas of construction loans, permanent loans, property dispositions and loan workouts.
Mr. DeLong earned a BS in Business Administration from California State University, Long Beach. He is a licensed California Real Estate Broker and is currently active in various trade and community activities. Mr. DeLong is a full member of the Urban Land Institute and is an active member of their Multifamily Council.
James Gilly
President
Western National Contractors
Mr. James Gilly, as President of Western National Contractors, is responsible for all of the construction activities for WNG. Western National Contractors is a full service company that builds for the Western National Group and for third party Owners. Irvine Apartment Communities and Lewis Apartment Communities are just two of the prestigious Clients that have utilized their services. Over the past 24 years, Mr. Gilly has constructed over 28,000 apartment units nationally.
Mr. Gilly graduated from the United States Military Academy at West Point in 1972. He served in the United States Army and was a Captain when he completed his service obligation. He has experience in managing both construction and development activities for large apartment developers and brings a depth of multi-family experience to the company.
Jeffrey R. Scott
Chief Financial Officer
Western National Group
Jeffrey R. Scott, as Chief Financial Officer of Western National Group, is responsible for corporate finance, project finance, accounting and financial reporting, taxation compliance and strategy, investor relations and reporting, as well as information technology. Mr. Scott has been responsible for overseeing the design, implementation and operation of virtually all of WNG's financial reporting, budgeting, forecasting, and software systems. In addition, he has been responsible for the negotiation and placement of more than $1.2 Billion of project and corporate financings for WNG's varied interests. This financing has in the past included conventional term debt, tax-exempt multifamily housing bonds, housing agency debt, tax credit equity, as well as private-placement financings and corporate lines of credit.
Prior to his appointment as Chief Financial Officer, Mr. Scott was Senior Vice President and Controller for WNG. Prior to joining WNG in 1985, Mr. Scott was employed by Touche Ross (now Deloitte & Touche).
Mr. Scott earned a BA from University of California, Santa Barbara and is a Certified Public Accountant. In addition, he is a licensed California Real Estate Broker and a licensed General Contractor.
Laura A. Khouri
President, Western National Property Management (WNPM)
Laura A. Khouri is President of Western National Property Management, which currently manages more than 22,000 units in 150 communities located throughout Southern and Northern California, Arizona, and Utah. Ms. Khouri is responsible for the operations of the property management division, and provides strategic direction to the company relative to all the multifamily assets in the portfolio.
Laura Khouri joined Western National Group in 1985. Prior to assuming the position of President, WNPM, Ms. Khouri held numerous leadership positions within the Western National Group, most recently as the President of Multifamily Ancillary Group (MAG). MAG specializes in providing ancillary services such as telecommunications, rental furniture, and vending machine providers on behalf of client communities, thereby increasing net operating income to each owner.
Prior, Ms. Khouri held the position of Senior Vice President for the Western National Group, in which she was responsible for all aspects of Human Resources, Training and Development, Risk Management, and Investor Relations. Additional positions held during her 25-year tenure with Western National include Vice President, Human Resources and Vice President of Operations. Ms. Khouri is a licensed Real Estate Broker in the state of California, a licensed Insurance Agent/Broker in six states, and is certified by the HR Certification Institute as a Senior Professional in Human Resources of which there are only 3,700 such certifications in the state of California. Ms. Khouri has been a member of the Executive Committee since 2006, which governs Western National Group as well as the Investment Committee, which makes all new apartment investment decisions.
Philanthropically, Ms. Khouri also serves on the Board of Directors as Vice Chair for Laura's House, a charitable, non-profit organization assisting women and children and is the President of the Board of Directors for The Prentice School, a non-profit school for dyslexic children.
Randy Avery
Vice President, Construction
Western National Contractors
Mr. Randy Avery joined Western National Group in 2001. Since that time he has been responsible for the construction of over 3800 apartment units. His responsibilities include developing budgets and schedules for third party clients as well as in house projects in the pre-construction phase. He then continues to work with clients during the design phase to assist in maintaining costs through efficient construction techniques.
Mr. Avery has been in the industry for over 30 years with a background in development and construction allows him a broad perspective for clients to utilize in the design and construction of projects.
Cyndy Breit
Vice President, Risk Management
Western National Group
As Vice President of Risk Management, Cyndy Breit is responsible for directing, developing and managing programs that identify, control, administer and transfer risk for Western National Group and its affiliated companies.
Cyndy Breit has 14 years Risk Management experience, with 8 of those years spent directly in the multifamily industry. Ms. Breit joined Western National Group in 2001 and has done an exemplary job in designing and implementing expanded and highly effective loss mitigation control programs.
Prior to joining Western National Group, Ms. Breit was directly responsible for all Environmental Health and Safety Operations for two large electronic and semiconductor corporations.
Ms. Breit holds a BS in Applied Ecology from the University of California, Irvine, is an EPA Accredited Management Planner and Building Inspector for Asbestos and is a Certified Safety Playground Inspector. She is a member of the Risk and Insurance Management Society (RIMS), American Society of Safety Engineers (ASSE), American Industrial Hygiene Association (AIHA) and National Recreation and Park Association (NRPA).
Theresa Busby
Vice President, Human Resources
Western National Group
Theresa M. Busby, as Vice President of Human Resources with Western National Group, is responsible for all facets of Human Resources including, employee relations, pre-employment testing, new hire orientation, internal services and benefits administration for approximately 1,000 associates.
Ms. Busby joined WNG in 2002 as Director of Human Resources and later promoted to Vice President in 2007 bringing over 15 years of experience from Security Pacific Bank/Bank of America where she was Vice President for the Commercial Real Estate and Investment Banking groups.
Ms. Busby holds a Bachelor of Science degree in Business Administration from the University of Southern California. Ms. Busby is a member of the Professionals in Human Resources Association (PIHRA) and the Society for Human Resource Management (SHRM).
Kevin Hampton
Vice President, Development
Western National Realty Advisors
Kevin M. Hampton, as Vice President of Development with Western National Realty Advisors, is responsible for sourcing, designing, developing and stabilizing new multifamily communities. Mr. Hampton has over 22 years of multifamily development experience, including both the public and private multifamily sectors throughout California, Colorado, Texas and Arizona.
Prior to joining WNRA, Mr. Hampton directed development and investment operations with PLC/Greystone, where he oversaw multifamily developments and existing multifamily acquisitions. Prior thereto, Mr. Hampton held the position of Senior Vice President and Executive Director of Archstone/Ameriton Properties, where he was responsible for internal development and joint-venture investment strategies, as well as land acquisition and product development on a national level.
Mr. Hampton earned a BA in Economics from the University of Colorado, at Boulder, and is a licensed California Real Estate Broker.
Kenneth W. Hodges
Vice President, Information Technology
Western National Group
As Vice President of Information Technology, Kenneth W. Hodges is responsible for the overall strategic direction, systems development and day-to-day operations of Western National Group and its affiliated companies including Property Management, Acquisitions and Development, Landscaping and Construction. Mr. Hodges expertise includes Financial/Accounting systems' design and implementation, network security and business continuity.
With over 16 years of Information Technology experience, Mr. Hodges began his career in 1993 with Symantec Corporation as a Technical Writer, and has since held both technical and leadership positions with several diverse national and local based companies including American Greetings and Productivity Enhancement Products. Mr. Hodges joined Western National Group in 2000 as Manager of Technical Services where he was responsible for the design and management of the enterprise network infrastructure. He was promoted to Director of Information Technology in 2005, and later promoted to Vice President in 2007.
Mr. Hodges is a veteran of the United States Air Force and holds a BS in Computer Science with a minor in Criminal Justice from California State University, Fullerton. He is a member of the Southern California Chapter of the Society for Information Management and currently resides in South Orange County with his wife and two children.
Steven P. Jasa
Vice President, Investment Management
Western National Realty Advisors
Steven P. Jasa, as Vice President of Investment Management with Western National Realty Advisors, is responsible for both sourcing the appropriate equity capital required for WNRA's acquisition and development growth strategies and managing our joint venture and private-equity relationships.
Mr. Jasa has 17 years of real estate experience, with 12 of those years spent directly in the multifamily industry. Prior to joining WNRA, Mr. Jasa was a Senior Manager in the Real Estate Capital Markets Group of Ernst & Young LLP's Real Estate Advisory Services, where, from 1999 to 2004, he worked extensively with multifamily owners, investors and developers to raise private equity. From 1991 to 1997, he served as Vice President of The Lyon Group, a multifamily consulting company that specialized in formulating turn-around strategies for foreclosed (or otherwise under performing) multifamily properties throughout the western United States. Other companies he has worked for include, AvalonBay Communities, a NYSE-traded multifamily REIT, and Contract Specialists & Associates, a multifamily leasing and marketing company.
Mr. Jasa holds a BA from UCLA and an MBA with a dual emphasis in Real Estate and Finance from Cornell University's Johnson Graduate School of Management. He is a member of the National Multifamily Housing Council and is a full member of the Urban Land Institute.
Jerry LaPointe
Vice President, Acquisitions
Western National Realty Advisors
Jerry LaPointe, as Vice President of Acquisitions with Western National Realty Advisors, is responsible for sourcing and managing all WNRA acquisition of existing apartment projects. LaPointe has more than 19 years of experience in acquisitions, development and finance.
Prior to joining WNRA, Mr. LaPointe was a Senior Vice President for Capstone Development Corporation, a company focused on college and university housing. In this role, he was responsible for the acquisition and development of on- and off-campus housing projects. Prior to Capstone, Mr. LaPointe held the position of Director of Acquisitions and Development for GMH Communities. In that role he oversaw the acquisitions and development for the Western United States
Mr. LaPointe holds a BS in Finance and Real Estate from the University of Southern California.
Annie McClinton
Vice President, Training & Development

Annie McClinton is the Vice President of Training & Development for Western National Group. With over 30 years of experience in all aspects of Real Estate, Annie has earned her reputation as a leader who is always "thinking out of the box" and whose enthusiasm and passion for making a difference in the lives of others has impacted all who come in contact with her. Her joy is derived from "people serving people" offering everyone the opportunity to reach their full potential.
Prior to joining Western National, Annie was with The Irvine Company Apartment Communities where she served as the Vice President of Training (8 years) and Vice President of Operations for (2 years.) Serving as VP of Training she prepared a Strategic Plan that aligned the organizational needs with the development of training curriculum and career opportunities for over 1,000 associates. In addition, Annie and her dynamic team developed an in-depth "Masters In Leadership Program" that provided both professional and personal growth for all management positions. The department was the recipient of the prestigious GEMM Training Department of the Year twice during her tenure with IAC.
Ms. McClinton has been published in several periodicals and is a nationally recognized speaker having participated in both individual and panel presentations for the National Multi Housing Council (NMHC) and the Southern California Apartment Association. Ms. McClinton holds certifications in Customer Service, Coaching, Sales and Leadership from Langevin Learning Center, Zinger Miller, Achieve Global, American Society of Training & Development (ASTD) and Development Dimensions International (DDI.)
Debbie Meute
Vice President, Controller

Ms. Meute serves as Vice President, Controller for the Western National Property Management portfolio. She has an extensive background in multifamily accounting, having served as Controller for companies such as PSB Realty Corporation, Trammell Crow Management Services and Legacy Partners Residential, Inc. Before joining Western, Ms. Meute was responsible for coordinating all financial reporting for fee-managed properties with Legacy. Ms. Meute began her career as a Senior Accountant at Deloitte, Haskins & Sells and is a Certified Public Accountant. She graduated from Lamar University in Texas with a degree in Business Administration/Accounting.
John Townsend
Vice President, Construction

John Townsend joined Western National Contractors in 2005 and serves as Vice President for the division. Mr. Townsend currently oversees the apartment building projects for the company’s largest construction client, The Irvine Company, including their most recent development, the Village at Irvine Spectrum, a mixed-use 1,550 unit podium-style project. Prior to joining WNG, Mr. Townsend was Vice President of Construction for Avalon Bay Communities, and VP of Construction for BRE Properties. Prior to BRE, Mr. Townsend was with Sares Regis Group, where he served as President of Regis Contractors from 1988 through 1999.
Mr. Townsend has more than 30 years of construction experience, with a variety of project types including multi story over podium, 2 and 3 story walk up, and more. In addition to overseeing extensive renovation for various clients, Mr. Townsend has broad ranging experience with all phases of development and construction, including mapping, scheduling, budgeting, grading, and contract and construction loan administration. During the span of his construction and development career, Mr. Townsend has been involved with over $1 billion of construction throughout California, Arizona, Nevada, Colorado and Utah.
Nancy VanderZwaag
Vice President, Controller

Ms. Nancy VanderZwaag, as Vice President and Controller, is responsible for all financial reporting for Western National Contractors, as well as Resident Group Services, Inc and Multifamily Ancillary Group. Ms. VanderZwaag joined Western National Group in 2003.
Ms. VanderZwaag has over 20 years experience in the real estate industry. Prior to joining WNC, she has worked as Controller for such companies as The Lusk Company, Clayton, Williams and Sherwood, and Irvine Apartment Communities. She graduated from California State Polytechnic University, Pomona with a degree in Business Administration/Accounting and is a Certified Public Accountant.
